Covid-19, Turkey: transition to ‘controlled social life’

Within the scope of coronavirus measures, barber, hairdresser, beauty salon, shopping malls and businesses selling products such as clothing, shoes, bags, and glassware will start operating in a controlled manner from tomorrow.

President Recep Tayyip Erdoğan, after the Presidential Cabinet Meeting on May 4, 2020, made a statement about the normalization process in the fight against coronavirus, and stated that the conditions such as barbers, hairdressers and beauty salons, as well as shopping malls, could become operational on May 11. Health Minister Fahrettin Koca also called the transition period as “Controlled Social Life”.

The Ministry of the Interior sent a circular to the governorships on May 6, 2020, and determined the working principles of barbers, hairdressers and beauty salons. According to the circular, barbers, hairdressers and beauty salons will work between 09.00-21.00 hours, customers will be served by appointment system. Those working in hairdressers, hairdressers and beauty salons will wear masks, while customers will be able to remove the mask according to the procedure. These workplaces will not be able to accept customers in two seats side by side at the same time, they will serve as one seat full and one seat empty. A maximum of one customer will be allowed to wait at the workplace.

In the barbers, hairdressers and beauty salons, the floor will be disinfected with all areas where the customer can sit and touch, and this disinfection will be repeated after each procedure. Before starting the process for the customer, employees will disinfect their hands in a way that the customer can see, or sterile gloves will be used for each customer. During services such as haircuts, washing, dyeing, disposable towels, aprons will be used or separate materials for each customer (personalized towels, aprons) will be provided.

The materials used for the customer receiving the service will not be used in any other customer without the necessary sterilization. If they wish, the customers will be informed about the fact that they can bring their own personal towels and combs with them at the appointment stage. The service of shaving the beard with a razor / razor will not be provided temporarily in the barbers, but the shaving of the beard can be done by using a machine.

During the haircut, the use of the nape brush used to temporarily clean the cut hair remaining on the face and head area and the tools and equipment used will be stopped temporarily. Skin care, makeup and permanent makeup services will not be provided temporarily in women’s hairdressers and beauty centers. With the circular issued by the Ministry of Interior on May 7, 2020, the restriction on the sale of clothing, toys, flowers, seedlings, glassware and hardware materials will be removed from tomorrow.

Marketer tradesman who will sell the materials in question, provided that there is a distance of at least 3 meters between each sales place (bench / exhibition) brought to the existing market places with the previously published circulars, the measures determined by the marketer tradesman to use a mask to cover the mouth and nose. will follow all the rules. Shopping malls (AVM), which were temporarily closed due to the coronavirus epidemic, will also open their doors from tomorrow.

Shopping centers, which were gradually closed with the recommendation of the Scientific Committee, will start to host their customers from tomorrow. Apart from restaurants, pharmacies and companies that sell hygiene products, business centers other than restaurants, cafes, sports and entertainment sectors will operate in shopping malls that have stopped their services. On the other hand, the Ministry of Health has determined the hygiene rules to be followed in shopping centers.

Accordingly, posters on Kovid-19 precautions will be hung in the visible areas of the shopping mall and its businesses. Hand sanitizer will be available at the entrance of shopping malls and workplaces, as well as in appropriate places. As many entrance doors as possible will be opened in the mall. Entrances and exits will be arranged in a way to prevent contact with individuals and one-way round trip signs will be placed on the ground.

The number of people in the shopping center will be limited to one person per 10 square meters. Entry will be allowed as many as the number of people leaving the mall. A medical mask will be worn at the entrance and those without a mask will not be taken inside. Fever will be measured at the entrance. Those with a fever higher than 38 degrees will not be taken inside and will be asked to go to the health institution.

Customers will be informed about the rules to be followed in the shopping mall within the scope of Kovid-19 with announcements or videos. In these announcements, it will be requested that the shopping center visit should not be longer than 3 hours and not be visited in groups. The use of all kinds of tables and chairs on the dining floor will be prevented. Since Kovid-19 will increase the risk of contamination in shopping malls, collective events such as concerts and shows, brochure distribution, and promotional applications will not be made.
